Checking out MODX Tools from the subversion repository

In order to download the latest code from this project you need a subversion client. The URL for this repository is http://code.phpbb.com/svn/modxtools/. --force should default to false.

Renamed -f --outfile to -m --modxfile, I need -f to --force.
Added -f, --force = Replaces the root directory if it exists.
Added exit values so a calling program or script knows if it was successful.
Removed the third parameter to check_missing(), $args are global here.
