Small adjustment to the build script. Since we release the STK through Titania we don't provide *.tar.bz2 packages anymore, therefore no need to create them in the first place.
Bump the version numbers to 1.0.2
Some preparation for the phpBB 3.0.8 release,by the looks of it so far this are the only changes. Should be revisited after the releasethough.

Fix a small bug
Try to overwrite the PHP time and memory limits, this might prevent some issues

It looks like UMIL 1.0.3 had a change which made it handle non-sessions different. This made it so that when a user used UMIL < 1.0.3 the STK broke. #62430

Somewhere down the road removed this check. As this tool uses the cache system it can't be ran when the users uses the null cache. #62280
Fixing an issue as described by Patrick:
The SRT Generator doesn't report a version number. This is because it's marked as a dropdown and the prefilled value gets erased from the answer array when it tries to load the value from the options array. It actually throws an error about an undefined index, but you can't see it unless you step through it in a debugger....
